The earliest civilization in India located near the river because, the water was essential for their life. This is proved because, all the city states discovered in the region of Indus valley has a public well for drinking. Also, cities had drainage system and sewage system. That means they had enough water for living. So, to fulfil the water for living, for agriculture, they needed to live near the region where they can get enough water supplies.
